Miriam Morse

Senior U.S. Immigration Attorney

Miriam Morse

Miriam Morse is a Senior U.S. Immigration Attorney at Robinson Immigration Law, where she helps founders, researchers, executives and high-skilled professionals build employment-based immigration strategies around where they’re going.

Before joining Robinson, Miriam spent 23 years at U.S. Citizenship and Immigration Services (USCIS). From 2013 to 2026, she served as Associate Counsel in the USCIS Office of the Chief Counsel, advising on employment-based immigration matters. Her work included Matter of Dhanasar, the precedent decision that sets the framework for EB-2 National Interest Waivers, and the policy guidance that followed it. She also worked on AC21 job-portability regulations, the Visa Bulletin changes that introduced Dates for Filing charts, and Schedule A issues for professional nurses and physical therapists. Before that, she spent ten years at the Administrative Appeals Office (AAO), first as an Appeals Adjudication Officer and then as a Branch Chief. There she oversaw appeals of employment-based immigrant visa petitions filed with labor certifications. She began her career in private practice, representing clients from 1999 to 2003.

That experience shapes how she approaches every case. A strong career doesn’t automatically make a strong case. The strongest petitions explain clearly, in the terms the law requires, why the work matters.

Her commitment is also personal. Between college and law school, Miriam lived and worked in Japan, and later spent several years in London at a U.S. corporate finance law firm. She knows what it means to make important decisions in a system you don’t yet fully understand, and she helps clients make them with clarity.
